Sales and Closeout Campaigns Permit

• Sales Campaigns: This permit aims to grant commercial entities, whether companies or establishments, the permission to sell a commodity in less than the normal selling price thereof for purposes of advertisement, promotion or other commercial purposes.
  
   
• Closeout Campaigns: This permit aims to grant commercial entities, whether companies or establishments, the permission to sell a commodity in less than the normal selling price thereof for purposes of stock closeout of goods, closing the commercial shop, changing its activity, or otherwise.
  
   

Required Documents:

• To fill a commercial permit application.
• A letter from the company in Arabic language, showing the mechanism and duration, if necessary.
• A copy of the valid trade license.
• A list that shows the cost price, selling price prior to sales campaign, the proposed selling price during the period of sale, the percentage of the sale provided that it is not less than (25%), in addition to the country of origin, the barcode, and the date, clearly, in order to obtain the department's permit for the same.
• A copy of the shop's land title deed or drawing or the lease contract, showing the shop's area.
• A list that shows the cost price, selling price prior to the closeout, the proposed selling price during the period of closeout, the percentage of the closeout provided that it is not less than (40%), in addition to the country of origin, the barcode, and the date, clearly, in order to obtain the department's permit for the same.

Conditions and Notes:

• A commercial shop may only obtain a permit for sale or closeout campaign after the elapse of six months from the date of obtaining the license, subject to the observation of a period of 3 months between a sales campaign permit and another.
• The percentage of discount on the selling price of any commodity shall not be less than 25% (Twenty-Five Percent) for sales campaigns and not less than 40% (Forty Percent) for closeout of the price thereof prior to commercial sales or closeout campaigns.
• In case of the desire to affix an advertisement or a promotional poster showing the percentage of discount, the following conditions shall be observed:
• To show the minimum percentage and the maximum percentage.
• The type of sales campaign (full or partial).
• The font size in the advertisement shall be clear and equal in size.
• The number of products of the higher percentage shall be those of the biggest in number in terms of type and quantity. The department will collect an extra fee of (250 Dirhams) for every modification or cancelation that takes place on the sales or closeout campaign permit.
• A commercial shop may apply for a permit for the closeout of the goods and commodities thereof when one of the following cases takes place:
• Changing the type of activity and undertaking another activity that is completely different from the former one.
• Cancelation of license – with mentioning the reasons.
• Stock closeout of goods for bankruptcy of the shop.
• The entity given a permit for a sales or closeout campaign shall comply to affix cards on the goods covered by the permit, showing prices prior to and during the price reduction, the percentage of price reduction, and the country of origin. The department shall provide cards for such purpose if not available at the entity. Fees shall be collected for such in an amount of 50 Dirhams per every 100 big cards, and 30 Dirhams per every 100 small cards, according to the nature of the entity.

Special Offer

Such permit aims to grant commercial entities, companies and establishments whose licenses are issued from within the Emirate a permission to promote and market the products or services thereof through the following forms:

Special Offer Types:

• Offering gifts or prizes that are given for shopping in a certain purchasing amount.
• Reduction of selling prices of commodities by one or two percentages in maximum, provided that such percentage is not less than 15%.
• Various offers (goods, service packs in certain price, or goods in a certain price and less).
• Offers for professional activities.

Required Documents:

1. To fill a commercial permit application.
2. A letter from the company in Arabic language, showing the mechanism and duration, if necessary.
3. A copy of the valid trade license.
4. A list that shows the cost price, selling price prior to reduction over the period thereof, provided that such percentage shall not be less than (15%) of the price thereof prior to the offer, the barcode, and the date, clearly.
5. Proposed beginning and ending date of the special offer.
6. Forms of advertisement material, if any, prior to printing including Arabic language and dimensions.

Conditions and Notes:

1. The percentage of the special offer for the sale of any commodity may not be less than 15% (Fifteen Percent).
2. A commercial shop may only obtain a permit for a special offer after the elapse of three months from the date of obtaining the license.
3. A shop may only hold a new special offer after a break time of two weeks following the expiration of the current offer.

Important Notes:

1. A copy of the permit shall be kept in all sites of the establishment holding the promotional campaign.
2. Permit number shall be mentioned on all approved advertisement along with the permit issued by the department.
3. The advertisement material shall not contradict with Islamic beliefs and the traditions and culture of the local society.
4. A permit shall be complied with, and in case of the desire to make any change or addition on permit details, the department shall be informed of the necessary change.

Promotional Campaigns Permit

This permit aims to grant commercial entities, whether companies or establishments whose licenses are issued from within the Emirate or outside it, a permission to promote and market the products and services thereof by raffles on deferred or instant prizes, or a trial of free samples through a promoter or free products that are attached to other products.

A reduction is called a promotional campaign in the following cases:

• If there is an instant or deferred raffle.
• If there are free gifts.
• If good are offered outside the shop itself.
• If there is tasting of some free foods or beverages / if there is promoting person.

Required Documents:

1. To fill a commercial permit application.
2. A letter from the company in Arabic language, showing the mechanism and duration, if necessary.
3. A copy of the valid trade license.
4. Proposed beginning and ending date of the promotional campaign.
5. Forms of advertisement material, if any, prior to printing including Arabic language and dimensions.
6. Forms of vouchers (raffles, scratch and win, discounts, tickets, others) prior to printing, including Arabic language if any.

Campaigns Types and Fees:

1.     A small (simple) promotional campaign a one month or less, whose prizes do not exceed 10000 Dirhams (Ten Thousand Dirhams).

• Fees: 600 Dirhams per site.
• Fees: Inclusive 2000 Dirhams for more than 8 sites.

2.     A medium promotional campaign of not more than two months and whose prizes are from 10001 to 50000 Dirhams.

• Fees: 1500 Dirhams.
• Fees: Inclusive 3500 Dirhams (Three Thousand, Five Hundred Dirhams) for more than 8 sites.

3.     A large promotional campaign of not more than two months and whose prizes are more than 50000 Dirhams (Fifty Thousand Dirhams).

• Fees: 2000 Dirhams (Two Thousand Dirhams) per site.
• Fees: Inclusive 5000 Dirhams (Five Thousand Dirhams) for more than 8 sites.

4.     Free samples trial (tasting samples, free offers, product introductory offer) of one month.

• Fees: 300 Dirhams per promoter.

5.     A simple promotional campaign (simple offers) for a product attached to another one.

• 800 Dirhams for every 10 products. Multiple fees for multiple numbers.

6.     A simple promotional campaign (advertisement magazines for food stuff, consumables and electronics) for two months for a fee of 1000 Dirhams and 500 Dirhams for branches, as a branch counts as half of the main headquarters.

Notes:

• In case of promotion of food stuff, the approval of the Health Department at the Municipality Department shall be obtained.
• In case of promotion of treatment products, the approval of the Ministry of Health shall be obtained.
• In case of the award of prizes, a banking guarantee shall be provided in the amount of prizes equal to or more than 10,000 Dirhams, provided that such guarantee shall be valid from the beginning date of the campaign until one month from the end of the campaign.
• If prizes are travel tickets, a letter from a licensed travel agency shall be submitted, stating that the organizing entity has booked such tickets along with the details thereof.
• In case of holding a raffle in another Emirate, the permit issued for the campaign from such Emirate shall be enclosed.
• In case of retuned prizes that were not received by the winners after the elapse of sixty (60) days from the ending date of the campaign or the raffle date, the campaign organizer shall provide the department with details of such prizes and of instant prizes as well.

Promotional Advertisement Permits:

Required Documents:

• To fill a commercial permit application.
• Forms of required material, if any, prior to printing including Arabic language and dimensions.
• A copy of the trade license of the printing house or the calligrapher, issued by the Emirate of Ras Al Khaimah, and approved by the department.
• A clear photographic photo of the side advertisement sign of the shop or the façade thereof, to audit the advertisement. A permit for such shall be obtained from the Municipality Department, Advertisement Section.
• A letter stating the landlord's consent on fixing the advertisement (for prominent, extra and animated advertisements) beside or on the façade of the building.
• A letter of non-objection from the Department of Civil Aviation in case of air advertisements.
• A letter of non-objection from governmental authorities in case of the publication and distribution of some paper ads and brochures, namely:
• The Department of National Media Center.
• The approval of the Ministry of Education for the publication of training courses.
• The approval of RAK Municipality, Planning and Survey Department, including illustrative maps of the Emirate or any of the sites thereof.
• The approval of the Ministry of Health for the publication and distribution of brochures and advertisements related to health centers.

Conditions:

• Arabic language shall be used in the advertisement in a percentage of not less than 50% of the total area of the sign, while other international languages may also be used, provided that Arabic language shall be on the top or right of such languages, in addition to the requirement that writing shall be in an appropriate and clear language that is free of spelling or language errors and in line with the accustomed rules of writing and matching with the trade name evidenced in the trade license.

1. The concerned party shall comply to maintain the advertisement throughout the validity duration of the permit.
2. Advertisement signs whose dimensions that are not in line with the dimensions of adjacent advertisement signs in the same building or even in adjacent buildings or that are not in line with the architectural design of the building shall not be permitted.
3. The department shall not permit advertisement signs that are affixed on building balconies. Trade names on ground floors shall be exempted from this condition.
4. It shall not be permitted to affix advertisements that are added to the façade's sign in narrow roads and passages.
5. A permit for advertisement signs that include trademarks shall require obtaining a certificate issued by the Ministry of Economy or an official letter from the approved agent or distributor, stating the entitlement to present the trademark.
6. A permit for advertisement signs and papers that include commercial activities or sales offers shall require that applicants shall obtain a prior permit to undertake the same.
7. Advertisements may be removed based on the request of the concerned parties and for justifiable reason prior to the expiry of the duration thereof, with bringing a photographic picture of the same prior and after the removal process.
8. The department shall have the right to ask the concerned parties to remove their advertisements within a maximum duration of (15) days if it becomes necessary to reorganize advertisements in a certain area in the Emirate, on their own expense, failing such, the Department may remove such advertisements on the expense of the owners thereof.

Notes:

1. The following entities shall be exempted from advertisement fees for the activities thereof: charity organizations, government departments and ministries, signs affixed on the entrances of commercial buildings to show the names of the entities rented therein.
2. An advertisement shall not contradict with the provisions of Islamic Sharia and the customs and traditions of the society.
3. The used advertisement material shall not contain any offense to the provisions of Islamic Sharia and the customs and traditions of the society.

A Temporary Business Permit for an Entity

• Such permit aims to grant commercial entities, companies or establishments whose licenses are issued from outside the Emirate, a permission to undertake business in the Emirate on a temporary basis and for a certain duration that is renewable.

Required Documents:

• To fill a commercial permit application.
• A copy of the valid trade license.
• An employment contract attested by the Ministry of Labor, including parties, project type and duration, and the site on which the project will take place.

Fees:

• 10,000 Dirhams monthly.

Additional Activity Permit

This permit aims to grant commercial entities whose licenses are issued from the Emirate a permission to add extra consistent activities to the basic trade license.

Required Documents:

• To fill a commercial permit application.
• A copy of the company's valid economic license.
• A copy of the vehicle's valid title deed, if necessary.
• A copy of the agreement contract, if necessary.
• A copy of the location contract, if necessary.
• Approval of governmental authority, if necessary.

Fees:

• Permit fees: 500 Dirhams per activity annually.

Additional Activities Permit for Fuel Stations

This permit aims to grant fuel stations whose licenses are issued from the Emirate a permission to undertake certain additional activities on the trade license.

Required Documents:

• To fill a commercial permit application.
• A copy of the company's valid trade license.

Fees:

• Permit fees: 1000 Dirhams per activity annually.

Food / Meals Service Permit Within Labor Accommodations

This permit aims to grant companies or establishments that are operating in the field of food catering a permission to operate within labor accommodations and to serve food meals.

Required Documents:

• To fill a commercial permit application.
• A copy of the company's valid trade license.
• An agreement contract with the owner company of the labor accommodation.

Fees:

• 1000 Dirhams annually.

Insurance Offices Permit

This permit aims to grant insurance companies whose licenses are issued from the Emirate the ability to obtain a permit for an additional insurance office in addition to the main office.

Required Documents:

• To fill a commercial permit application.
• A copy of the company's valid trade license.
• Consent of the landlord or the entity in charge of the site.

Fees:

• Permit fees: 5000 Dirhams per office annually.

A Permit to Undertake Commercial Activity After Official Working Hours

This permit is divided into two types according to working times:

• Permit fees to operate over the clock (24 hours).
• Permit fees to operate for overtime hours for working from 12 midnight to 2 am.

Required Documents:

• To fill a commercial permit application.
• A copy of the company's valid trade license.

Fees:

• Permit fees to operate over the clock (24 hours): 10,000 Dirhams annually per site (cafés).
• Permit fees to operate over the clock: 3000 Dirhams per site.
• Permit fees for working in overtime hours: 1000 Dirhams annually per site.

License-Related Conditions:

1. The license shall be valid.
2. There shall be no restrictions on the entity.
3. Applicable to pharmacies, but without fees.

Shop-Related Required Approvals:

• Approval of the Control and Follow-up Section.
• Approval of the Police.

Kiosk / Counter Permit

This permit aims to grant commercial entities whose licenses are issued from the Emirate and outside it a permission to undertake the activities of the trade license in kiosks outside the working site.

Required Documents:

• To fill a commercial permit application.
• A copy of the company's valid trade license.
• Consent of the landlord or the entity in charge of the site.
• The approval of the Department of Public Health and Environment at the Municipality Department (for the sale of foodstuff).

Fees:

• Permit fees: 3000 Dirhams annually per kiosk.
• Permit fees: 1000 Dirhams annually per counter.
• Permit fees: 500 Dirhams annually per kiosk (for the sale of foodstuff).

Vending Machines Permit

This permit aims to grant companies and establishments whose licenses are issued from the Emirate and outside it a permission to install vending machines in certain locations.

Required Documents:

• To fill a commercial permit application.
• A copy of the company's valid trade license.
• Consent of the landlord or the entity in charge of the site.

Fees:

• Permit fees: 200 Dirhams per machine annually.

ATM Permit

This permit aims to enable commercial banks whose licenses are issued from the Emirate to install ATM machines in certain locations.

Required Documents:

• To fill a commercial permit application.
• A copy of the company's valid trade license.
• Consent of the landlord or the entity in charge of the site.

Fees:

• Permit fees: 1000 Dirhams per machine annually.

Automatic Payment Machines (Touchscreen) Permit

This permit aims to enable companies and establishments whose licenses are issued from outside the Emirate to install automatic payment machines in certain locations.

Required Documents:

• To fill a commercial permit application.
• A copy of the company's valid trade license.
• Consent of the landlord or the entity in charge of the site.

Fees:

• Permit fees: 500 Dirhams per machine annually.

Permit to Hold Exhibitions

This permit aims to grant companies and establishments whose licenses are issued from outside the Emirate and which are operating in the field of the organization of exhibitions a permission to hold a trade exhibition within the Emirate.

Required Documents:

• To fill a commercial permit application.
• A copy of the company's valid trade license.
• Approval of the landlord in case of the use of a private site, and the Municipality Department in case of the use of a public site.
• Forms of advertisement material prior to printing, including Arabic language and dimensions.

Fees:

• Permit fees: 500 Dirhams, plus 6% of the amount of sold tickets, if any.

Entity's Warehouses and Stores Permit

This permit aims to grant companies and establishments whose licenses are issued from the Emirate or outside it a permission to use warehouses and stores outside the entity's location.

Required Documents:

• To fill a commercial permit form.
• A copy of the valid trade license.
• Lease contract.
• Property title deed.
• Approval of external entities participating in offering the service.

Fees:

• 4% of the amount of lease contract, annually.

Permit to Erect a Commercial Tent

This permit aims to grant commercial entities whose licenses are issued from the Emirate a permission to erect a commercial tent for a specific period.

Required Documents:

• To fill a commercial permit form.
• A copy of the valid trade license.
• Approval of the landlord in case of the use of a private site, and the Municipality Department in case of the use of a public site.

Fees:

• Tent fee for an area of 500 sq. ft. or loss: 2000
• Tent fee for an area of 501 to 1000 sq. ft.: 5000
• Tent fee for an area of more than 1000 sq. ft.: 1000

Application for Carwash Permit in Public Parking

This permit aims to grant carwash facilities a permission to undertake carwash activity in public parking subject to certain conditions.

Required Documents:

• A copy of the valid economic license.
• A copy of the vehicle's valid license.

Fees:

• 1000 annually per work site.

Electronic Games Permit

This permit aims to grant commercial entities whose licenses are issued from the Emirate and outside it a permission to install electronic games as an additional activity.

Required Documents:

• To fill a commercial permit application.
• A copy of the valid trade license.

Fees:

• Permit fees: 500 Dirhams per machine, annually.

Distribution Permit

This permit aims to grant commercial entities, companies or establishments whose licenses are issued from outside the Emirate a permission to distribute the products thereof to retail shops within the Emirate for a certain duration.

Required Documents:

• To fill a commercial permit application.
• A copy of the company's valid economic license.
• A copy of the vehicle's valid license.

Fees:

• 3000 Dirhams per vehicle, annually.

Diesel Distribution Permit

This permit aims to grant the commercial entities, companies or establishments whose licenses are issued from outside the Emirate a permit to distribute Diesel and the derivatives thereof within the Emirate.

Required Documents:

• To fill a commercial permit application.
• A copy of the valid company's economic license.
• A copy of the vehicle's valid title deed.

Fees:

• 6000 Dirhams per vehicle, annually.

Vehicle Work / Transport Permit (for Trucks, Heavy Equipment)

This permit aims to grant commercial entities of companies or establishments whose licenses are issued from outside the Emirate a permit to undertake business within the Emirate for a certain duration.

Required Documents

• To fill a commercial permit application.
• A copy of the valid company's economic license.
• A copy of the vehicle's valid title deed.

Fees:

• A permit to transport general materials by trucks: 2500 Dirhams per vehicle annually.
• A permit to transport general materials by trucks over not more than 5 days: 100 Dirhams per vehicle every day.
• A permit for heavy equipment and machines: 3000 Dirhams per vehicle annually.

Delivery Permit

This permit aims to grant commercial entities, companies or establishments whose licenses are issued from outside the Emirate a permit to deliver the products thereof to certain commercial entities within the Emirate based on a prior agreement and for a certain duration, such as ironworks shops, advertisement signs, or any activities falling within the scope of this service.

• A copy of the company's valid economic license.
• A copy of the vehicle's valid title deed.

Fees:

• 500 Dirhams per vehicle, annually.

Food Orders Delivery Permit During the Daytime of Ramadan

This permit aims to grant commercial entities whose licenses are issued from the Emirate and which serve food meals and offer hospitality services a permission to deliver food orders during the daytime of Ramadan in return of certain fees.

Required Documents:

• A copy of the company's valid economic license.
• A copy of the vehicle's valid title deed.

Fees:

• 500 Dirhams monthly.
